The challenge

More than 20% of the people living here are over 60. For them, the internet is still a closed door.

In Romania, only a quarter of people aged 65–74 use the internet daily. In Chernivtsi Oblast, digital literacy among adults over 60 sits significantly below the national average. In rural areas — 48% of Botoșani County's population and 45% of Chernivtsi's — infrastructure is weak and chances to learn are rare.

The consequence is not merely technical. Without digital skills, seniors cannot reach e-health consultations, online banking, or the civic tools through which they exercise their rights. COVID-19 showed how quickly that turns into isolation.

Purpose

The tools, infrastructure and support older people need to live with dignity in a digital society

SENIOR NE(s)T supports older people in the Romania–Ukraine cross-border area by building digital skills, introducing AI-based technologies, improving access to health services and promoting lifelong learning.

The overall objective is to develop the autonomy and social inclusion of older people in the project area. By improving access to lifelong learning and integrating digital skills with health and financial education, the project aims to reduce inequalities, strengthen social cohesion and foster healthy, active ageing.

The project sits under Priority 2 — Cross-border social development, specific objective 2.1: improving equal access to inclusive and quality services in education, training and lifelong learning through developing accessible infrastructure.
